I just get a blank dialogue box with "Select file" as the title when I try to import a CSV file.

The box pops up, but worth no options or buttons. Can't get past this point.

It seems that you put CSV file in a wrong place. Default path for csv backups is
/sdcard/Fuelio/backup-csv/
